I can help with your new application design whether its a console application or a desktop based application. I have command over various programming language, Java being the most popular one. Any application design process is complicated. Actual price and time will depend on the demand of the software. Please provide as much details as possible, a design document is preferrable. 

Desktop Application Process outline 

1. Will need requirement document
2. Will seek approval on design document which highlights what an application will do , look, input and output. This process is iterative and will be the main building block
3. Post development will provide either Eclipes or Netbeans project with source code including jar file. 

In case of any special requirement can have discussion on same. 

Web app contains many elements, including images, fonts, stylsheet and code. Its not a complicated process but very labor intensive. I can assist in web application but don't have bandwidth to do anything from scratch. I have worked on multiple cloud projects which are based on google Firebase and Fire Function. 

I have multiple applications running on Android Market.
